Alright i feel like rambling on about things i dont know too much about but i sound smart if i talk this way. Time Dilation is easily but wrongly discribed as moving clocks run slowly. According to the theory of special relativity the fabric of time while change when object approach speeds close to light.Time Dilation has been proven although i will always remain a skeptic because science has been wrong before with so called proven methods but this one seems highly accurate and has a good fondation. In at the early 1950s (random guess somewhere in the 1900s with Comercial Airliners i forgot what the book says the date was) scientist installed a highly accurate clock called a atomic clock onto a comercial jet and kept synchronized atomic clock on the ground. they flew the plane all the way around the world and back to the same spot when the scientest compared the clock in the plane to the one on the ground, the clock in the plane had run slower than the clock kept on the ground. but only by one hundred billionths of a secound so its so miniscule that nobody cares or notices time dialation. to explain this imagine a cardboard box. now imagine point A and Point B. A and B are considerable a good distance apart. The cardboard box will travel at a constant rate smoothly to ping B. There is the situation. Now lets talk Reference Frames or mearly i like to call it point of view. If you r a observer wathcing the cardboard box moving from point A to B u will actually see the box physicaly moving that referance frame is called 'in referance to the box moving'. now say ur in the box, if you have ever been in a car thats going at a constant rate with out accelerating or decelerating the only thing u will feel is the bumps on the road. other than that u can hardly tell that ur moving unless ur stepping on the gas or brake then u will feel the force of that. so what im trying to say is that the same laws of physics apply to u moving in any situation as to u at rest. for exsample drop a ball in when ur sitting in a car sitting still it falls straight to the ground. now when the car is moving at a constant smooth rate drop the same ball it will still follow a straight path down it will not go at a angle bc the car is moving.so laws of physics apply to weather ur moving or not. Back to the box imagine ur in the box and its moving at a constant steady rate u cant see out the window so theres nothing to tell u that ur moving. so to u its like if ur not moving at all for all u know u could be still in one spot this is frame is called "in reference to the box at rest"
